I have the honour to transmit for your information the enclosed copy of a letter from the Head Master of Queen's College, in which he makes certain recommendations for the amendment of the Regulations for the management of Queen's College. His proposals were considered by the Governing Body in Dr. Wright's presence, and it was decided to amend the rules in accordance with the enclosed draft, which is now submitted for your approval. The amendments, which are in Regulations 7, 9, 10, 12, 13, and 14 are not of the somewhat drastic nature contemplated by Dr. Wright, and aim at elucidation and definition rather than at alteration in substance.
I also enclose a copy of the existing rules for purposes of comparison.
2. Although the Board was unable to recommend the adoption of all the Head Master's proposals, I think it probable that the rules as now amended will, if approved, in a great measure satisfy him.
